Basamti Rice Salad with Peas

Bring water and salt to boil. Rinse rice in strainer and add to water. Reduce heat to low; cover and cook until water is absorbed and rice is tender, about 20 minutes. Remove from heat and let stand for 5 minutes. Fluff with fork and let cool. Mix peas, green onions, dill, mayonnaise, onion powder and vinegar with rice. Add salt and pepper to taste. Serve chilled or at room temperature on platter garnished with greens.
